The International Charitable Foundation “International HIV/AIDS Alliance in Ukraine” (Alliance Ukraine)
announces recruitment to fill the following position:
TECHNICAL SUPPORT MANAGER
The Posts are for the fixed-term period until 31st July, 2009 with the possibility of further extension
The Alliance Ukraine implements large scale programmes aimed to control the HIV/AIDS epidemic in the country. We are the largest non-governmental organisation (NGO) working on AIDS in Ukraine. The Alliance Ukraine, founded in 2002, consists of over 90 professionals in various aspects of HIV/AIDS prevention, treatment, care, as well as organisational and institutional development. We are implementing several national-scale programmes supported by the Global Fund to Fight AIDS, Tuberculosis and Malaria and the United States Agency for International Development (USAID). Our total budget for these programmes over the next five years exceeds $ 100 million. One of the important functions of the Alliance is the provision of technical support (TS) to a variety of AIDS-service organisations on a variety of issues related to technical programme development and implementation, development of AIDS service organisations, as well as development of institutional environment supportive of the effective responses to HIV. In the context of increasing scale of our programmes and increasing demands we are strengthening organisational functions related to the TS development and delivery. Part of this process is introduction of TS managers working in our field programmes department.
Overall Role: the post holder will manage all TS related activities within assigned functional, geographical or thematic area. S/he will act as an interface between colleagues in field programmes department and field-based partner organisations and other Alliance staff and consultants involved in the development and delivery of technical support and associated functions. The post holder will actively contribute to the development and application of such functions that may include strategic and operational planning, desk research and analysis of existing policy and practice, grant management, programmatic monitoring and documentation of HIV prevention and care interventions, ensuring participation of communities and practitioners in TS development and delivery, development of method guidance and other resources required to ensure appropriate implementation, regular improvements, and wider introduction of effective prevention and care approaches, participatory development of locally appropriate interventions, proactive identification of TS needs, planned and responsive TS provision to various segments of TS recipients, participation in evidence-based policy development, practical advocacy, communication management with local and international stakeholders.
Although belonging to different geographical teams, the managers will operate together as a coherent function comprehensively responding to technical support needs of the Alliance Ukraine and its field-based partners.
Core Requirements:
•Profound knowledge of a diverse selection of the listed issues and areas gained from previous practice in Ukraine and internationally. Proven ability to apply this knowledge and skills in technical support development and delivery;
•At least 3 years of experience in the field of HIV epidemic response or related fields including programme design and implementation;
•Strong commitment to confronting HIV/AIDS and supporting civil society contribution in implementation of AIDS programmes;
•Proven track record of effective collaboration with key national stakeholders in several of the listed areas;
•Practical knowledge and experience of technical support provision. Experience with diverse TS delivery methods including a range of collective as well as individual TS provision techniques and associated functions will be welcome;
•Experience in analysis and utilisation of social research data;
•Excellent understanding and good command of participatory approaches to programming and technical support provision
•Excellent verbal and written communication skills. Proven track record in generating effective communication addressing various audiences including managers and practitioners;
•Experience in grant management is a plus;
•Good command of English. Proficiency in English will be welcomed;
•High level of computer literacy;
•Readiness to travel up to 50% of time.
Personal Attributes: The post-holder must possess excellent analytical, organisational, communication skills; good managerial skills and attention to details. The post-holder must have excellent writing skills, skills to present and defend her/his views, demonstrate creative and independent thinking, show integrity and diplomacy, and be able to work under pressure. She/he must possess skills to encourage partner organisations to introduce improvements to their programmes.
